Dr. Blair is the director of optometric services at Primary Eye Care Associates.  He grew up in Northern Kentucky where he also achieved his bachelor's degree from Northern Kentucky University.

He received his Doctorate of Optometry degree from the University Of Houston College Of Optometry, Houston, Texas in 1994. Dr. Blair did externships at the Dayton, Ohio VAMC and Commonwealth Eye Services in Lexington, KY.

During this time he gained extensive experience in the diagnosis and management of ocular diseases including: diabetes, macular degeneration, glaucoma and cataracts.
